And as society, the workplace, teaching methods, and technology continue to evolve, it becomes ineffective to maintain some of the systems of the past... and even more complex to try and cast any iron-clad rules for the future. If we're going to do the best we can to improve student achievement, a climate of 'flexible change' must prevail."

"Understanding the need for change, and responding to the input from educators, has resulted in the passage of House Bill 2885 in May of 1991 by the Texas State Legislature. Now, the core of this law is to de-centralize decision-making... to clear the path for campus-based initiatives aimed at improving outcomes for all students.
